Reassigned the bug to Markus because he's working on this issue.
Our current proposal is actually to remove the ReconnectIgnoringLastError
method from the ClientSocket interface, and just have HttpNetworkTransaction
create a new SSLClientSocket and connect it, instructing it to ignore the
certificate error.
