Wire the shortcut (Ctrl+Shift+Del) for Clear Browsing Data.
Firefox has had this shortcut for a long time and I am told IE8+ added it
as well.
In any case, we should match Firefox.
BUG=8458
TEST=Press Ctrl+Shift+Del and the Clear Browsing Data dialog should show up.
