The original behavior was probably meant to prevent accidental reloads (i.e. the button changing the instant before you click it). I thought it was a clever solution at the time, but it looks like it's been quietly changed. The change would bug me more if I didn't hate the Stop button placement to begin with. Normally I'm a regular Stop user, but in Chrome its spatial separation from Reload throws me off every time.
