I could not observe the same behavior on my xp machine.

Ben, can you run some profiling tool on your machine?

\\filer\home\huanr\www\xperf.exe -on base

This will enable Windows system profiling. Then after 1-2 minutes of  
downloading stop
profiling and output data:

\\filer\home\huanr\www\xperf.exe -d result.etl

Do this for downloading with and without chrome. You can either run  
xperf.exe from
network share as described above or copy xperf.exe and perfctrl.dll to your  
local
machine to run it. If the above xperf does not work on Windows 7, you need  
to
download one from microsoft.
