What steps will reproduce the problem?

1. Find a computer with a touchpad
2a. Hover an inactive tab and click to give it the focus
2b. Or try moving tabs to reorganize them

What is the expected result?

There should be an option to enable/disable the dragging of tab into new
windows.

What happens instead?

Due to the low precision and shakiness of certain touchpads, those two
actions often result in the tab beging dragged out of Chromium, into a
separate window.

Please provide any additional information below. Attach a screenshot if
possible.

There should be an option to disable the dragging out of tabs. I personally
never create new windows, and wouldn't mind having to re-tick a checkbox if
I ever want to. Instead, I and a lot of people I know who use laptops find
ourselves dragging out tabs all the time, which is very frustrating.
