New issue 9521 by netprobe: Dropping a file on a tab copies the file to the  
download folder.

What steps will reproduce the problem?
1. Open a connection to an ftp server
2. Drag a file (tested on archives .zip, .tar.gz) and drop it on the ftp
tab
3. Do the same on any kind of tab (tested on about:version)

What is the expected result?
For ftp I expect the file to be uploaded.
In other cases dropping the file should be disallowed.

What happens instead?
The file is being put on the download shelve like a regular download. A
copy of the file appears in the default download directory.

possible.
