I have the same issue. I didn't notice what versions I was using when it was not a problem and when it started. I am on the dev channel, though. For a while it would work sometimes and fail sometimes, and it seems to have gotten worse lately. It is to the point now where there are very few downloads that get past "starting" and I have to keep firefox open just to download files. This is a really, really annoying bug for daily Chrome use.
