I'm having the same problem with a Windows Vista Home Premium PC connected to a 50" plasma. The resolution is set to 1920x1080. DPI is set to 150%. Today, I noticed that I was able to close a Chrome window by hitting the X button. It turned out that the windows that are opened via the Application Shortcuts that chrome creates are not affected by this issue.
