Can we not consolidate the popup-blocker and download throttler into an "annoyance blocker" and add the external protocol handlers? We can present a uniform, recognizable UI to the user. This has the benefit of making it easier for the n00bs: they will learn to recognize the popup-blocker message, so even though they may not know what an "external protocol handler" is, they will recognize the UI for being the thing that blocks bad stuff.
