Can we not consolidate the popup-blocker and download throttler into  
an "annoyance
blocker" and add the external protocol handlers? We can present a uniform,
recognizable UI to the user. This has the benefit of making it easier for  
the n00bs:
they will learn to recognize the popup-blocker message, so even though they  
may not
know what an "external protocol handler" is, they will recognize the UI for  
being the
thing that blocks bad stuff.

It would also allow us to market this as a new feature that other browsers  
lack.
