I just installed system-level 1.0.154.53 stable, then switched to dev  
channel and in
fact got 2.0.171.0. But that doesn't matter, because this issue occured  
with 170.0,
169.1 and probably earlier versions.

I can't provide the exact permissions, but they were applied to the  
versioned folder
within Program Files\Google\Chrome\Application. Trying to open this folder  
in
explorer failed with "Access denied" error.

Just to clarify the problem: it doesn't occur if you update manually. You  
have to let
GoogleUpdate.exe to download and install it silently. Maybe this is because
GoogleUpdate.exe runs as a scheduled task? (I'm running Vista SP1)

P.S. There's another bug related to system-level install: dictionaries for  
spell
check are not downloaded. I'm going to file it as a separate issue.
