New issue 9650 by blackboxxx: Spell-checking dictionaries are not  
downloaded in case of system-level install

What steps will reproduce the problem?
1. Install system-level Chrome.
2. Set spell-checking language in options.
3. Try to spell-check a text field.

What is the expected result?
Spell-checking dictionary for the selected language is downloaded in the
background.

What happens instead?
Chrome tries to download the dictionary but fails to save it into program
directory due to insufficient permissions. There is no indication in the UI
that spell checker is not functional (apart from, obviously, not checking
spelling of the text fields).

Please provide any additional information below. Attach a screenshot if
possible.
Because Chrome tries to store the dictionaries in the application directory
(%ProgramFiles%\Google\Chrome\Application\Dictionaries), it doesn't have
the permission to do so when the user is not an administrator.
