No. This is working as intended. We've had this discussion on the
chromium-discuss
mailing list recently.
Ctrl+F should open the Find box.
Ctrl+F again should focus the text in the find box.
Otherwise it becomes terribly confusing when you want to search for
something and you
don't realize the Find box is already open. This is also consistent with
(at least)
Firefox.
