New issue 9720 by blackboxxx: Paste option in forms is enabled even if
clipboard is empty
http://code.google.com/p/chromium/issues/detail?id=9720

Chrome Version : 2.0.172.2
URLs (if applicable) :
Other browsers tested:
Add OK or FAIL after other browsers where you have tested this issue:
      Safari 4: FAIL
   Firefox 3.x: OK
          IE 7: OK
          IE 8:

What steps will reproduce the problem?
1. Clear clipboard
2. Right-click a text field
3. Right-click the omnibar

What is the expected result?
Paste option in the context menu should be disabled if the clipboard is
empty or contains something that cannot be pasted into a text field (e.g.,
an image).

What happens instead?
Paste option is always enabled in the text fields, but in the omnibar it is
disabled when the clipboard is empty. This behavior is clearly
inconsistent.

Please provide any additional information below. Attach a screenshot if
possible.
In Safari 4 paste option is always enabled, but at least it is more
consistent - text fields, location and search bars behave the same way.
