Oh, sorry, I understood you wrong. By the way, I use RightCtrl+ShiftCtrl+Arrows very often in Windows and never saw the texts changing to RTL. I guess the shortcut is only enabled when you use RTL languages (I don't). Maybe Chrome should do the same detection?
