I don't actually type that much in Hebrew (I don't even have the Hebrew input locale set up on my workstation, I am ashamed to admit) so I can't tell if this is a behavior we should keep or prevent. Generally, changing the input locale to Hebrew when text in Hebrew is pasted sounds completely fine to me. Even if it is not the right thing to do, it is probably not a big deal, because one of the things I do when I have more than one input locale configured is constantly pressing the Alt + Shift combination to change the language to be what you want, because the input locale is per application, and changing the focus changes the input locale to what it was for the app in question. Bottom line, I don't think this is something we should worry about too much.
