New issue 9900 by [email protected]: IME candidate window is on top of  
caret when typing use Microsoft Pinyin 2007

This is not a regression, happens on all Chrome channels and Chromium trunk
build.

Build: 2.0.174.0 (Developer Build 13360)
    OS: Windows XP

Other Browsers:
  Safari4: OK
Firefox3: OK
      IE8: OK

Pre-steps:
Download and install Microsoft Pinyin IME 2007 from following page (Click
the red link on the page):

Steps:
1. Launch Chrome
2. Sign in Gmail
3. Compose a new email
4. Switch to Microsoft Pinyin 2007
5. Type "nihao"
6. Observe

Result:
IME candidate window is on top of caret, so we can not see clearly what we
are typing

Expected:
IME candidate window should not overlap with caret

Notes:
1. Reproduce on my XP, OK on my Vista
2. Reproduce when typing in web page, OK when typing in Omnibox
3. OK for other Chinese IMEs, such as Google IME, Sougou IME, Unispim IME
