I think I figured it out.
I had the option 'Automatically detect settings' turned on, and also  
had 'Use auto
configuration script' that was set to a "file://....."

If I turn off 'Automatically detect settings' it will work fine.   Maybe  
this is a
new bug.

I attached the log file generated with both the auto detect setting OFF and  
ON.
When it was on, it was showing very odd errors like "PAC-error:  
FindProxyForURL() is
undefined." and "PAC-error: line: 9: Uncaught SyntaxError: Unexpected token  
<"
