What steps will reproduce the problem?
1. Start Chrome, go to Options > Under the Hood
2. Slowly, or fast if you prefer, drag the scrollbar up and down
3. Observe the redrawing of all the checkbox controls (although the first
checkbox seems to not redraw as often, for some reason)
What is the expected result?
I'm pretty sure it's SUPPOSED to redraw, but somethings not right here --
it shouldn't flicker that bad.
What happens instead?
Flicker
