New issue 10003 by SpikeRulez: Mouse Scrolling wheel (click) does nothing  
on page.

What steps will reproduce the problem?
1. Go to a page that has a scrolling bar (such as http://www.yahoo.com)
2. Click the mouse scrolling wheel (not on a link, just on a blank part of
the page)

What is the expected result?
In Firefox and both IE's, a small circle with arrows comes up, allowing you
to navigate around the page by moving your mouse. It's a fast way to scroll
to the top of a page if you're at the bottom of a long page.

What happens instead?
Nothing at all.

Please provide any additional information below. Attach a screenshot if
possible.

Using a standard mouse. Tried it on several pages.
