Re: comment 18: I think that's OK. This is really an "app-level" command more than a tabstrip-level one. We're only just now adding that to the context menus so no one will have had time to get used to some old behavior. And the context menu choice seems like by far the least likely way to access the feature, so I'd much prefer to optimize for the other (common) cases. Re: comment 19: Having a new window suddenly appear is what you _want_ in the common case where you just closed that window. (You don't close a tab, do twenty minutes of work, and then reopen the tab.) Having it appear in a different position is actually more jarring since the browser sort of obeyed you but got your stuff all messed up (like it does today, argh!)
