Reopened the bug. base_unittests.exe is still timing out in this test:

[ RUN ] SignatureVerifierTest.BasicTest
command timed out: 1200 seconds without output, killing pid 66320
program finished with exit code 1
I will revert my change to base_unittests.exe.gtest.txt when I
get to work.
