This looks cool! Being available while Chrome isn't running is a  
requirement. I think
to make that work you need to implement the relevant interface and register  
your
object's class id with windows under a certain key in the registry. Then I  
think the
list will be loaded even if Chrome isn't running. (Basically COM will  
launch Chrome to
obtain the list).

Carlos might be able to explain more about how to do this.
