This looks cool! Being available while Chrome isn't running is a requirement. I think to make that work you need to implement the relevant interface and register your object's class id with windows under a certain key in the registry. Then I think the list will be loaded even if Chrome isn't running. (Basically COM will launch Chrome to obtain the list).
