I agree with Peter, i.e. always restore tabs to the window they were in. If that window was closed, open a new window. Ideally, restoring multiple tabs from a closed window would keep them grouped (not create separate windows for each). A typical use case for me: I have my music player open in a separate window, I accidentally close the tab (not realizing it was focused), and hit ctrl+shift+t.
