At least the pref_service code does exactly that, so there would be no  
change needed
for Linux.

We can consider creating a convenient abstraction for saving important files
(currently the pattern seems to be repeated across the code, and Windows  
may do two
file_util::Move's in case the first call fails), but that would be a  
cleanup bug.
