[Confirmed] in Chrome 3.0.189.0 (Official Build 18569)

This happens when "Restrict how third-party cookies can be used" is  
selected from
   Wrench menu > Options > Under the Hood > Cookie Settings.

As well, a sort of "refresh" of the page will also make the login  
successful.  When
you are redirected to the initial Youtube homepage, it still displays "Sign  
In" in
the top right corner.  However, just clicking "Sign In" will refresh the  
page and you
will be logged in.
