What steps will reproduce the problem?
1. Try to reorganize tabs by dragging one and trying to drop it int the
tabs bar

What is the expected result?
The tab should remain in the same window and be moved to where it was
dropped

What happens instead?
The dropped tab is moved to a new window

Please provide any additional information below. Attach a screenshot
and backtrace if possible.
