Build Chromium on CJK locale. What is the expected output? Build succeeds. What do you see instead? Build breaks. Please use labels and text to provide additional information. A "unit_data.h" (*1) contains lots of UTF-8 characters and they cause build errors on CJK locale because they don't use UTF-8 for text encodings.
