New issue 15722 by [email protected]: Pages opened from a href that  
contains a hash tag scroll to the bottom.

Chrome Version       : 3.0.190.4
URLs (if applicable) : Ex. http://www.whatwg.org/specs/web-apps/current-

link in a new tab via the mouse right click)

Other browsers tested:
   Add OK or FAIL after other browsers where you have tested this issue:
      Safari 4: PASS
   Firefox 3.x: PASS
          IE 7: FAIL (Won't open page)...
          IE 8: PASS

What steps will reproduce the problem?
1. Go to the URI above.
2. Click the linecap red link
3. See that Chrome load the page and scrolls to the bottom.
4. You can fix this by reloading the page (F5, F6 -> Enter, Refresh Button)

What is the expected result?
The page loads and scrolls to the bottom of the document.


What happens instead?
