New issue 15899 by [email protected]: Chrome doesn't pop up dialog when  
quitting it during downloading of a file

Platform:
   Hostname: RohMac.local
   Mac OS X Version 10.5.7 (Build 9J61)
   Processor: 2 Intel 2.33 GHz
   RAM: 2048 MB

Chrome:
   Chrome version: 3.0.191.0  <<<Release>>>
   QuickTime Player: 7.6.2
   Flash Player: 10.0.22.87

What steps will reproduce the problem?
1. Start downloading of any big file. (More than 1 GB)
2. Try to quit Chrome when file is downloading.

Expected result:
2.1 Chrome pops up a dialog with options like,
- Cancel downloading and quit
- Wait for downloads to finish

Actual result:

2.2 Chrome doesn't quit, it just closes the window. Quitting second, quits
Chrome.

Note:
- Expected results are based on the Windows Chrome.
