Add remaining functionality for popup blocker: popup menu to unblock
individual popups and whitelist sites. Also fixes intermittant leak on
valgrind bots from poorly constructed unit test.

TEST=unblocking popups, whitelisting sites, and unwhitelisting them. Green
valgrind bot.
