I agree with bh77soft. I think it's less intuitive to make the "drag to tab  
bar"
behavior different from the "drag to omnibox" behavior except that dragging  
to the
tab bar opens a new tab.

Incidentally, dragging foo:bar to the URL bar _does_ work (opens a blank  
tab), which
is probably not intended. But rather than expanding the logic that checks  
if the text
is a valid URL, why not just make it open a new tab with the text as the  
omnibox
contents?

It's unlikely to be unintended -- if I've taken the time to drag text up to  
the tab
bar I expect _something_ to happen.
