What steps will reproduce the problem?
1.Use browser in second monitor in dual-monitor setup.
2.Close all instances of chrome.
3.Re-open browser window.

What is the expected result?
Window opens in last closed location.

What happens instead?
Window opens far off to the right of the second monitor's display.

Please provide any additional information below. Attach a screenshot if
possible.
I primarily run chrome in the second monitor (positioned to right of main
monitor).  After latest dev update, the last position is not being
maintained correctly for sessions on the second monitor.  Custom
application that are run on the primary monitor still work fine.  I
discovered these values seem to be maintained from the 'Local State' file.
in the User Data dir.  Sure enough when all instances of chrome are closed,
this file updates with incorrect right/left values for the applications
that close in the second monitor.
