Comment #5 on issue 12410 by oo.zg.oo: extension that match
chrome://newtab/* sometimes doesnt' execute.

1. install attached pextension.
2. be sure what no any chromium proccess running.
3. start chrome.exe --enable-extensions
4. in most cases empty page shown. but sometimes 'most visited' page
appears instead.
looks like race condition — 1st tab created before extensions loaded.
