Looking in Firefox, it seems they cancel the tooltip (reset the timer) when  
you mouse
out of a region that doesn't have a tooltip.  In Chrome, once you've got a  
tooltip up
it feels like it stays with you basically forever.

I can't remember the repro scenario for Gmail.

I think this is a regression because the page behaves so strangely I  
would've noticed
it before, but I think it isn't high priority if other pages aren't so bad.
