I just spoke to Ricardo, and I think this is actually a histogram bug he
exposed.
The problem is that histogram state in the renderer is only (currently)
uploaded to the
browser when either a) about:histograms is viewed; or b) UMA requests a
synchronization. I believe the issue was that Ricardo did a series of
navigations in a
new tab with a new renderer that recorded activity, but then he closed the
renderer
before viewing about:histograms, and the gathered state in the renderer
histograms was
lost.
