What steps will reproduce the problem?
1. Pin one site on the new NTP
2. Drag another (unpinned) site on the pinned site in order to reorder the
sites.
3. look at the "not pinned" site.
What is the expected result?
Site A is pinned, Site B is not pinned
What happens instead?
both are pinned
