New issue 16699 by james.su: Can't move cursor to omnibox and use input

What steps will reproduce the problem?
1. open www.google.com and move cursor into the text box in the web page.
2. click omnibox
3. open a cjk input method and try to input something.

What is the expected result?
some cjk text should be inputted into omnibox.

What happens instead?
the text was inputted into the text box in the web page.

Please provide any additional information below. Attach a screenshot
and backtrace if possible.

scim is used. Related environment vars:
GTK_IM_MODULE=scim
