What steps will reproduce the problem?

What is the expected result?
If the option were available, upon selection and enabling of this option,
the same steps that produce full page zoom would instead enable only
zooming of the text upon the page. Useful for those who are
visually-impaired and only need to enlarge text rather than images and such
which are the benefits of full page zoom. The choice would be nice.
What happens instead?
Only full page zoom is enabled and is not compatible with certain visual
conditions of the end-user and does not promote choice like Firefox or
Safari on these terms of accessibility.
