What steps will reproduce the problem?
1. Start a new Issue from Chromium
(http://code.google.com/p/chromium/issues/entry)
2. Click in side the Summary input box.  Notice cursor is visible and
blinking
3. Choose a different Template, i.e Linux,

What is the expected result?
The cursor should be in summary input box and blinking

What happens instead?
The cursor is not visible.  You can click into other text area and input
box but cursor is not visible.  The cursor is restored if you switch tab
and back.

Please provide any additional information below. Attach a screenshot
and backtrace if possible.
