This looks like there some cache problem. Clear the cache, go to the login
page, and
you can see in the inspector that there are no problems in the Resources
tab. Hit the
reload button, and you'll see that there are now three errors: items are
being
reported as text/plain. Is the cache not keeping info about the MIME type?

This seems to be a variation of bug 16199. Duping.
