I don't understand why this is a blurry area.  Just as mentioned above,  
this has been
the behavior since the beginning of time and up until dev 3.0.183.1.  I  
believe this
is broken with the introduction of the download shelf.

There needs to be a way to track downloads in a incognito session.  If the  
argument
is that the history should not be kept, then in a way that the forward/back  
pages
shouldn't be available either.

I don't quite understand the purpose of the the download shelf.  Once it is  
closed,
there is no way to open it again.  When you download more than 5 files for  
example,
the earlier downloads get push off the page, and since there is no  
scrollbar, you
wouldn't know the status of those downloads.

Anyway, I believe if this stays as WontFix, and since it is a behavior  
change, people
will complaint when this makes it to the Stable.
