This is working fine. Just that we didn't have the right repro steps, we
weren't
seeing the expected behavior. Hence, closing.
Steps
-----
1. Go to Control panel > Regional and Language Settings > Regional Options
and set
the language to Russian
2. In registry, go to
HKEY_CURRENT_USER\Software\Google\Update\ClientState\{8A69D345-
D564-463C-AFF1-A69D9E530F96} and set the lang to 'ru'(if it's not already
ru)
3. Run setup.exe --show-eula using command line from C:\Documents and
Settings\user\Local Settings\Application
Data\Google\Chrome\Application\2.0.172.37\Installer
