What steps will reproduce the problem?
1. Ensure that "Restore the pages that were last open" is set
2. Visit a webpage that is long enough to require scrolling and scroll so
that the scrollbar is not at the topmost position
3. Quit and start chrome
4. Observe that the scrollbar is now at the top

What is the expected result?
The scrollbar should be where it was at exit.

What happens instead?
The scrollbar is at the top position.
