The webkit does NOT have per-script/language minimum font preference. It  
just has the
global minimum font size (there are two of them, logical and otherwise).

If we want to do what Firefox do, we have to add them to the webkit  
(Settings) first.
I'm not 100% sure if it's a good idea, though. Perhaps, offering an easy UI  
to change
the value may be good enough. (In issue 16875, for some locales, the  
minimum font
size was increased to 10 or 12).

See issue 2685 and the webkit bug referred to there for adding  
per-script/language
font family to the webkit Settings class.
