This is actually how the status bubble was conceived in the User Experience specs [1]. My understanding is that it already works is way in the stable versions of Chrome for Windows. Mine flickers as you describe, but that's because I'm on the developer releases for Linux (currently version 3.0.194.3). Which version of Chrome are you using?
