Yes of course. There are no more tabs to slide under the mouse. In my opinion, this is exactly the expected behavior. A quick test in IE8, opening google, searching for something and opening enough tabs (by middle clicking) until they start shrinking. Then select tab 2. Watch the content, then middle click tab 2 to close. Tab 3 (now 2) becomes active. Watch content then close with middle click. Rinse repeat. Eventually, when the tabs grow in with, you could accidentally close tab 1 because it has become wide enough to take up some of the space that tab 2 originally was using.
