What steps will reproduce the problem?
1. Go to www.xkcd.com
2. Move mouse to comic, leave dormant, the mouseover text (yellow box that
pops up) should come up and say something witty or funny, instead I'm left
sad and alone with no yellow box.

What is the expected result?
Funny yellow box with text.
What happens instead?
Depressing lack of yellow box.
