Attached is a screenshot of the issue described, using a 1920x1280 display
and
_maximized_ Chrome on Windows 7 (Eval. copy: Build 7100).
NOTE: The same symptoms can be found in a non-maximized window, where in
this case the
tab(s) will open under the window's controls and still out of the window's
viewport.
