New issue 17738 by pierre.lafayette: NTP - When user has less than 9 image,
tab removal leaves an empty spot.

What steps will reproduce the problem?
1. Open a instance of chrome pointing to a fresh profile.
2. Visit a few pages to populate some of the new tab url images.
3. Suppose you now have 3 images in the new tab page. Remove the middle
image.
What is the expected result?
If the user had more pages, the removed tab would be replaced by a new page
that was not previously present on the NTP. Since there are no other images
to replace it with, it should automatically shift the images to close up
the missing space.
What happens instead?
A blank spot remains until the user refreshes the page. You cannot even
drag one of the other images to the blank space.
Please provide any additional information below. Attach a screenshot if
possible.
