Issue 17931 is likely the same problem, though it doesn't involve bold
text. It seems
we're picking the wrong font (notice the waws are much larger in our
screenshot), and
the one we're picking doesn't cover all the pashto characters (pa and what
wikipedia
says is khe in sindhi
